
What is Short-Term Residence?
For this purpose, foreigners who apply for a residence permit are required to obtain a permit from the relevant institutions or organizations (Ministry of Culture and Tourism, Ministry of Energy, universities, etc.) in case the scientific research is subject to permission; and in case it is not subject to permission, they are required to submit a declaration regarding the subject of the research. In order for foreigners who will come for this purpose to be issued a residence permit, a visa for 'Scientific Research' must be obtained from our foreign representatives.
If foreigners who own real estate apply for a residence permit, the real estate must be a residence and used for this purpose. In addition, if family members have joint or shared ownership rights over the residence, family members can also apply for a residence permit within this scope. Family members refer to the applicant's spouse, minor child and dependent adult child.

Foreigners who will come for educational or similar purposes within the framework of agreements or student exchange programs to which the Republic of Turkey is a party; Foreigners who request a residence permit for this purpose are requested to submit the information and documents to be obtained from the relevant institution.
The duration of the residence permit cannot exceed the duration of education or similar purposes.
Students who come within the scope of student exchange programs (Erasmus, Mevlana, Farabi etc.) and apply for general health insurance within three months of their first registration date are not required to have health insurance. However, those who do not apply within three months of their registration date and lose their right to have youth health insurance are required to have private health insurance.
For this purpose, the declaration of foreigners who apply for a residence permit regarding their travel plans (such as where, when and for how long they will stay in the country) is evaluated. If deemed necessary, they may be asked to provide information or documents.
Foreigners coming to Türkiye for this purpose are required to be admitted to public or private hospitals. Health insurance is not required for those who can prove that they have paid all their treatment expenses.
Residence permits are issued in accordance with the duration of treatment.
Foreigners whose accommodation, food or health expenses are covered by the relevant public institutions and organizations during the treatment period are not required to have valid health insurance, once their financial means are determined.
When necessary, information or documents regarding the treatment of the foreigner may be requested from the relevant hospital or public institution or organization.
Residence permit procedures for companions of foreigners who come to our country for treatment purposes within the scope of existing Health Cooperation agreements (if there is no separate provision regarding companions in the agreement) are carried out in accordance with general provisions.
In addition, according to the Additional Article 14 of the Health Services Fundamental Law No. 3359, valid health insurance is not required for residence permit applications from companions of foreigners coming to our country, not exceeding two persons.
